Background

Transnational education (TNE) (also known as cross-border higher education) is huge business globally, and is growing in line with trends of internationalisation in higher education and globalisation in society more generally. While this form of higher education has many benefits, for students, institutions and society, it also raises questions of quality and legitimacy of the education provision and student experience due to the general lack of clear and consistent regulation

The gaps in legislation and implementation with regard to quality assurance of higher education have been recognised by the Ministers in charge of higher education of the European Higher Education Area (EHEA). In the 2024 Tirana Communiqué, the ministers committed to promoting a “more robust and transparent quality assurance of transnational education delivered worldwide, in line with the ESG, to protect the interests of students”. In this regard, the Robust Quality Assurance of Transnational Education (ROQA-TNE) project aims to respond to this commitment.

Aims and activities

The ROQA-TNE project aims to promote more robust and transparent quality assurance of transnational education delivered worldwide, in line with the ESG, to protect the interests of students. The project seeks to contribute to this goal by enhancing understanding of the current state of play and by supporting national authorities and quality assurance agencies in improving their policies and practices for the quality assurance of TNE.

The specific objectives of the project are:

  • Explore and map current approaches to the QA of TNE by EHEA sending countries, in terms of legal frameworks and methodologies by national authorities and quality assurance agencies;
  • Facilitate the exchange of experience and peer learning, and share examples of good practice, between national authorities and QA agencies in the EHEA, with input from receiving countries outside the EHEA;
  • Extend, update and disseminate guidance on QA of TNE for QA agencies and national authorities to promote a robust and transparent QA of TNE in line with the ESG;
  • Support QA agencies in reflecting on their own policies and methodologies for QA of TNE and identifying areas for improvement, with a particular focus on transparent and accessible information provision;
  • Develop policy principles for national authorities to ensure the transparent and effective quality assurance of TNE in line with the ESG and international good practice.

 

ENQA’s role

ENQA’s role in this project is that of a coordinator. In addition, ENQA will also lead the work on the mapping of current approaches to the QA of TNE as well as the development of policy principles, in collaboration with the rest of project partners.
