Stakeholder Perspectives on Implementation of Commitments in the EHEA (SPICE)

Background

The Bologna Process has significantly influenced higher education reform by fostering a collective effort to harmonise the European Higher Education Area (EHEA). Over the 25 years of the EHEA, the commitments made by Ministers have steadily expanded, encompassing quality assurance, fundamental values, internationalisation and mobility, social dimension, learning and teaching, and higher education in emergencies. Building on the 2024 Tirana Communiqué, SPICE prioritises integrating student perspectives, with a focus on inclusion, diversity, and equity.

Aims and activities

By analysing the progress of the Bologna Process from multistakeholder perspectives and promoting evidence-based policymaking, SPICE aims to close implementation gaps and provide actionable insights to build a more inclusive, flexible, and responsive higher education system, contributing to a cohesive European Higher Education Area by 2027.

The general objectives of the project are:

  • Conduct comprehensive surveys and analyses to produce the Bologna With Student’s Eyes, Trends and QA-Mapping 2027 publications, reflecting the current state of the Bologna Process and offering insights from the student’s, HEI’s and QA agencies’ perspectives.
  • Promote the results on the implementation of the Bologna Process at national and international levels, focusing on areas such as key commitments, fundamental values, learning & teaching, quality assurance, social dimension, and mobility.
  • Provide training and resources to national student’s unions to enhance their understanding of the Bologna Process and enable them to effectively participate in its implementation and advocacy towards national actors for improvements in the implementation as well as to enhance the quality of their responses for the BWSE publication.

ENQA’s role

Under the project, ENQA will collaborate with the European University Association (EUA) to conduct a mapping and analysis of external and internal QA activities (as a follow-up to the QA-FIT project). ENQA will also contribute to delivering quality assurance training for national students’ unions.

Funding and duration

Call: ERASMUS-EDU-2024-EHEA – European Higher Education Area (EHEA). This call was published to support EHEA countries to further cooperate within the Bologna process and to implement its priorities.
