ENQA was involved as a partner in the Erasmus+ project “Supporting Higher Education to Incorporate Learning Analytics” (SHEILA) coordinated by Brussels Education Services (BES). The project received funding under the Key Action 3: Support for policy reforms, Forward-Looking Cooperation Projects sub-programme.

GENERAL DESCRIPTION
Project aim
SHEILA aimed to develop a framework that would guide policy development for learning analytics adoption in higher education in Europe at the levels of ministries of higher education, quality assurance bodies, and institutions. It was in close cooperation with the Society of Learning Analytics and the FP7 project LACE.
Specific objectives
This project aimed to address the above gap with the goal of developing a framework that would guide policy development for learning analytics adoption in higher education in Europe at the levels of ministries of higher education, quality assurance bodies, and institutions. It aimed to:
- collect, consolidate and coordinate perspectives of critical stakeholders across Europe;
- systematize existing evidence, and produce novel evidence, about effective learning analytics approaches suitable for advancing formative and personalized learning in educational settings across Europe;
- propose a framework for the development of learning analytics policy that promotes formative assessment and personalized learning and assumes sustained engagement of the critical stakeholders in the development process;
- conduct case studies that follow the framework for development, implementation, and evaluation of learning analytics policy in different institutional settings in Europe;
- document and disseminate experience gained in the case studies with the special emphasis on barriers identified and strategies for addressing the barriers in the development, implementation and evaluation of learning analytics policy in different institutional settings.
