ENQA Workshop Report and Guidelines published on the Responsible Use of Artificial Intelligence in QA Agencies

Following the ENQA workshop on the responsible use of artificial intelligence (AI) in QA agencies, held on 11-12 June 2025 in Tallinn (Estonia), and hosted by the Estonian Quality Agency for Education (HAKA), ENQA has published the event report and resulting guidelines.

The workshop report summarises the main discussions, highlights shared priorities such as ethics, inclusivity, transparency, and human oversight when considering the use of AI in external QA activities. Building on the outcomes of the workshop and subsequent consultations with members and affiliates, ENQA has also published a set of Guidelines on the Responsible Use of AI in External QA. The guidelines are intended as a practical and reflective resource for QA agencies, supporting them in integrating AI as a tool to enhance quality assurance while safeguarding peer review, human judgment, and accountability. The document addresses key areas including ethical and inclusive use, transparency, data protection, equitable access, fitness for purpose, human oversight, staff training, and continuous review of such principles.

In parallel, ENQA has adopted and published its own policies on the use of AI, covering the use of AI in ENQA Agency Reviews, and the internal use of AI within the ENQA Secretariat.

Together, these activities represent an important step in ENQA’s ongoing work on AI. They reflect ENQA’s commitment to promoting responsible, transparent, and human-centred approaches to AI that strengthen trust, fairness, and quality across European higher education.
