ROQA-TNE surveys on transnational education (TNE)

The Robust Quality Assurance of Transnational Education (ROQA-TNE) project coordinated by ENQA launched two surveys: one addressed to ENQA members, and a similar survey addressed to ministries responsible for higher education in EHEA countries.

The purpose of the surveys is to:

  • collect data on whether and how quality assurance agencies in the European Higher Education Area (EHEA) are responsible for the external quality assurance of outgoing transnational education (TNE),
  • explore and map the current legal frameworks and approaches to quality assurance of TNE in EHEA sending countries,
  • better define and understand the key challenges related to the implementation of quality assurance of TNE and identify future needs.

The preliminary findings of this survey will be discussed and further enriched through two peer-learning activities: one for quality assurance agencies, planned for 6–7 July 2026 in Germany, and one for ministries responsible for higher education, planned for 15–16 June 2026 in Italy. Further information will be shared in due course.

The final results will be presented in a report in autumn 2026. The findings will also inform other project activities, including the update of the QACHE toolkit, the development of a self-evaluation tool for agencies, and the drafting of policy principles for national authorities.

The survey covers various aspects of quality assurance of TNE. Respondents are encouraged to complete it to the extent that it applies to their system or agency, even if their system does not actively engage in quality assurance of TNE.

Only one answer per agency should be submitted. The deadline for submitting it is 1 March 2026.
