This report records the discussions of the ENQA Working Group on Excellence over a period of two years and reflects the progress made in describing, evaluating and defining the concept of excellence in higher education. It considers various approaches to the recognition of excellence in higher education, and includes recommendations on how the concept could be applied in the context of the work of quality agencies.
