ENQA organised the workshop in cooperation with the Norwegian Agency for Quality Assurance in Education (NOKUT).

Among the discussed themes were: the balance between the expert panel evaluations and the research-based evaluations, the relationship between the regulation (of processes and criteria) by agencies and the actual expert knowledge, the authority of reports (expert knowledge in public), the composition of review teams (disciplinary experts vs. QA experts), and recruitment and training of experts.
