ACQAHE is an ENQA Affiliate.

Pursuant to the Law on Higher Education, the quality assurance of higher education in Montenegro is performed by the Agency for Control and Quality Assurance of Higher Education (ACQAHE).

ACQAHE was established by the Government of Montenegro in 2017 and started to operate at full capacity in 2018.

ACQAHE’s mission is to contribute to improving the quality of higher education in Montenegro by implementing the European Standards and Guidelines (ESGs) through the evaluation of higher education institutions, their study programmes, and lifelong study programmes, and thus to ensure the integration of the Montenegrin higher education system into the European Higher Education Area (EHEA).

There are two primary objectives of the Agency. The first one is to improve the quality of higher education institutions in Montenegro by implementing ESGs within the external evaluation procedures. The second objective is to become a full member of The European Association for Quality Assurance in Higher Education (ENQA).
