HAQAA2 is the second phase of the Initiative for the Harmonisation of African Higher Education Quality Assurance and Accreditation. It is intended to build upon, upscale and promote the results of HAQAA1 (2015-2018) which underpinned and advanced the Pan-African Quality Assurance and Accreditation Framework (PAQAF). Key activities of HAQAA1 included the development of the African Standards and Guidelines for Quality Assurance in Higher Education (ASG-QA) and the piloting of a methodology for evaluating quality assurance agencies in Africa, as well as training for quality assurance professionals across the continent and the promotion of the African Quality Rating Mechanism for higher education institutions.
HAQAA2 has the overall objective to improve the quality and harmonisation of African higher education and support students’ employability and mobility across the continent. The specific goals are to:
HAQAA2 will include the following activities:
ENQA will coordinate the reviews and consultancy visits for quality assurance agencies and facilitate a Task Force that will analyse the outcomes of the reviews and develop a Users’ Guide for the ASG-QA.
The HAQAA2 implementing team consists of OBREAL/Global Observatory (GLOBALOBS), the Association of African Universities (AAU), the German Academic Exchange Service (DAAD), and ENQA.
HAQAA2 runs from December 2019 to December 2022. The Initiative is funded by the European Commission and the African Union as part of the Africa-EU Partnership.
